Some measures to further support small and medium-sized enterprises to cope with the impact of the epidemic and maintain steady development

　　In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council on supporting the development of small and medium-sized enterprises, and further accurately help small and medium-sized enterprises in this city to cope with the impact of the epidemic and tide over the difficulties according to the new situation of epidemic prevention and control, the following work measures are formulated on the basis of 16 measures to promote the sustainable and healthy development of small and medium-sized enterprises in this city.

　　First, extend the time limit for the implementation of the rent reduction policy

　　Small and medium-sized enterprises and individual industrial and commercial households that meet the strategic positioning of the capital city, are not within the scope of relief and rectification, and have difficulties in operation, lease the real estate of state-owned enterprises in Beijing and the district to engage in production and business activities, adhere to business according to government requirements, or close down in accordance with epidemic prevention regulations without layoffs or fewer layoffs, and will be exempted from rent in March and April 2020; Leased for office space, 50% rent reduction will be given in March and April 2020. For renting other business premises, the owner (landlord) is encouraged to reduce or exempt the rent for the tenant in March and April, 2020, which shall be settled by both parties through consultation. During the epidemic period, the municipal and district governments will give certain financial subsidies to enterprises that reduce or exempt rents for small and medium-sized enterprises that rent their houses. Encourage characteristic parks, technology business incubators, university science parks, creative spaces, entrepreneurial bases, cultural industrial parks, audio-visual parks and other carriers to extend the rent reduction time to April simultaneously. Private kindergartens that lease the real estate of state-owned enterprises in Beijing and the district to engage in school-running activities, and postpone the start of school in accordance with epidemic prevention regulations without layoffs or fewer layoffs, shall be implemented with reference to the rent reduction policy for small and medium-sized enterprises. If the chain stores established in the form of branches by catering, convenience stores, beauty salons and domestic service enterprises that are seriously affected by the epidemic and registered in Beijing meet the relevant requirements of small and medium-sized enterprises enjoying rent reduction and exemption as stipulated in this article and bear the rent expenses, it shall be implemented with reference to the rent reduction and exemption policy for small and medium-sized enterprises. 　　Second, strengthen financial support for small and medium-sized enterprises

　　Guide the Bank of Beijing, Beijing Rural Commercial Bank and other financial institutions to implement the national rediscount policy for refinancing small and medium-sized banks, and ensure that all funds are provided with loans to small and medium-sized enterprises at preferential interest rates. By adjusting performance appraisal methods and improving bad tolerance, financial institutions are encouraged to issue micro-financial bonds and set up more loan products for small and medium-sized enterprises. Extend the repayment period for enterprises that have development prospects but are temporarily difficult to repay due to the epidemic. We will improve the function of the service center for first loan and renewal of loans for enterprises, and continuously increase the "first loan rate" of small and medium-sized enterprises and the proportion of small and medium-sized enterprises that have not repaid their loans. Give full play to the role of government financing guarantee and re-guarantee institutions in this Municipality. In 2020, the financing guarantee and re-guarantee fees for small and micro enterprises will be halved, and efforts will be made to reduce the comprehensive financing guarantee rate for small and micro enterprises to below 1%. 　　Promote the pilot experience of Haidian District’s confirmation center, give full play to the unified interface role of Beijing Xiaoweijinfu platform, carry out blockchain-based government and state-owned enterprises to confirm the debt relationship with private enterprises and promote supply chain financing throughout the city, strengthen the docking of the confirmation center with Beijing Xiaoweijinfu platform and Zhongzheng accounts receivable financing service platform, and strive to promote the annual accounts receivable financing of small and medium-sized enterprises to exceed 30 billion yuan. 　　Encourage municipal and district-owned state-owned enterprises and leading enterprises to open up space carriers and scene applications for small and medium-sized enterprises, actively purchase products of small and medium-sized enterprises, form industrial coordination with small and medium-sized enterprises in terms of capital, brand, production and supply, and provide support services for the development of small and medium-sized enterprises. Encourage enterprises to make good use of the capital’s scientific and technological conditions platform and innovation voucher policy. Increase the support of cultural coupons for physical bookstores. 　　V. Strengthening the assistance of foreign trade enterprises

　　Promote import and export-related financial institutions to increase credit supply, encourage the expansion of the financing scale of export credit insurance policies, and simplify the procedures for reporting losses and claiming compensation. In accordance with the provisions, issue a factual certificate of force majeure for enterprises affected by the epidemic that cannot perform or perform international trade contracts on time. 　　Six, support the development of small and medium-sized enterprises in science and technology

　　Encourage venture capital institutions to accelerate investment during the epidemic period, and give financial support to high-quality high-tech small and medium-sized enterprises such as incubators that have obtained venture capital and urgent follow-up financing needs within the Zhongguancun demonstration zone. Give a certain proportion of risk subsidies to venture capital institutions with good investment effects. If the first round of investment is carried out, the single subsidy will not exceed 500,000 yuan, and the total annual subsidy of a single institution will not exceed 1.5 million yuan; After the first round of investment, the single subsidy shall not exceed 1 million yuan, and the total annual subsidy of a single institution shall not exceed 2 million yuan. Small and medium-sized scientific and technological enterprises registered in Zhongguancun Demonstration Zone and eligible for financing through scientific and technological credit products will be given discount support for corporate loans, and the discount ratio will be increased from 40% of the actual loan interest to 50%. The annual interest subsidy for a single credit product of each enterprise will not exceed 500,000 yuan. Adjust the reporting standards for R&D cost subsidies for small and micro science and technology enterprises in Zhongguancun, and eligible enterprises with operating income of less than 20 million yuan can declare R&D cost subsidies. 　　Seven, to ensure the orderly resumption of small and medium-sized enterprises.

　　Clean up the unreasonable restrictions and simple control regulations for small and medium-sized enterprises to resume work and production, and set no pre-approval review for the resumption of work and production except for the restrictions announced by the state and this Municipality according to the epidemic prevention situation. Restaurants, vegetable shops, beauty salons, convenience stores, repair shops, etc. closely related to residents’ lives can decide to resume work and production independently, provided that the prevention and control requirements are observed. Units that meet the requirements that the office space of employees is not less than 1 meter and the usable area of each person is not less than 2.5 square meters can arrange for employees to return to work on the premise of doing a good job in epidemic prevention management in a single space with a large number of employees. Tourist attractions and outdoor fitness venues, which mainly focus on outdoor sightseeing, resumed operations in a safe and orderly manner. For those who hold "Beijing Health Treasure" and the health status is "nothing unusual", they will go in and out of public places such as commercial buildings, supermarkets, restaurants, factories, construction sites, parks and scenic spots, and various stores, take public transport, and go in and out of communities and villages to carry out activities of resuming work and production, and no other health proof materials related to epidemic prevention are required. 　　Combined with the new situation of epidemic prevention and control normalization, we will increase the support of social insurance funds, and provide business training for employees of small and medium-sized enterprises in key industries such as scientific and technological innovation, urban operation security, and life service industry, so as to promote the skills improvement and stable employment of employees. Enterprises with difficulties in production and operation and risks of unemployment can also enjoy temporary post subsidies. 　　Nine, the establishment of small and medium-sized enterprises operating conditions monitoring and early warning mechanism.

　　Each district strengthens the daily monitoring of key indicators such as the number, operating conditions and employment situation of small and medium-sized enterprises within its jurisdiction, regularly sorts out the demands of small and medium-sized enterprises, improves the forward-looking and pertinence of monitoring and analysis, and promptly warns of possible problems. The municipal statistical department shall conduct a monthly sampling survey on the operating conditions of small and medium-sized enterprises in various districts. 　　All districts, departments and units should deeply understand the significance of promoting the stable development of small and medium-sized enterprises to ensure employment, people’s livelihood, stability and innovation, and take helping small and medium-sized enterprises as an important task at present. It is necessary to adhere to departmental coordination, urban linkage, and precise efforts, to be anxious about the urgency of enterprises and to think about what enterprises think, so that small and medium-sized enterprises can have more real sense of gain. All districts should fulfill their territorial responsibilities, formulate detailed implementation rules in light of local conditions, and do a good job in implementing them. During the epidemic, they should strengthen the service of visiting enterprises, understand and respond to the demands of enterprises in a timely manner, and ensure the stable operation and employment of enterprises in the region.
