Re-discussion on China’s hukou and Indian caste

China Daily Global Online News: In recent years, the rapid economic development of China and India has attracted worldwide attention. In fact, apart from cultural, historical and political differences, the development of China and India has many parallel characteristics, especially institutional social inequality. Recently, two news stories that happened almost simultaneously in the two countries once again showed this parallel phenomenon.

Xinhua News Agency, Beijing, March 29: "The Ministry of Public Security of China held a national conference on public security management on the 29th, and one of the topics of the conference was to discuss the establishment of a unified household registration system in urban and rural areas, which means that the issue of canceling the dual household registration system in agriculture and non-agriculture that has been widely concerned in recent years is expected to be solved."

On the same day, The New York Times reported from New Delhi that an important affirmative action bill aimed at increasing and guaranteeing the quota of lower castes in Indian universities was shelved by the Supreme Court of India. This can be said to be a major setback for successive governments since India’s independence to eliminate the caste system, a social inequality.

The caste system represents the basic teachings of Hinduism, which was originally the need for Aryans to maintain their dominant position after conquering the South Asian subcontinent. However, after thousands of years, it has become a deep-rooted social bad habit. After the founding of the People’s Republic of China, there are two systems that cause hereditary inequality, but they are "new things", "political caste" divided according to family background, and China’s unprecedented "economic caste" represented by urban and rural hukou.

These two modern caste systems first hit the most creative strata in China society: urban intellectuals and the rural proletariat. The former victim was exposed through "anti-Rightism" and "Cultural Revolution", but the latter has so far lacked the attention of scholars. One of Deng Xiaoping’s great historical achievements is to completely get rid of the "political caste" based on family composition, and the resulting liberation of talents has become an important reason for China’s economic take-off. However, the "economic caste" represented by urban and rural hukou has been postponed to this day, which not only continues to hinder the creation of a "harmonious society" and economic development, but also leads to the absurd social inequality of "the same life but different prices".

As Singaporean Senior Minister Lee Kuan Yew pointed out in an interview with German magazine Der Spiegel in the summer of 2005, China, instead of Japan or other Asian countries, would have become the top power in Asia long ago if it had not taken the detour of the "Cultural Revolution", instead of causing international shock due to the "rise of China" today. This is really the golden advice of a generation of politicians.

If you don’t give advice in the past, you can catch up with others. For India and China, it is not only a necessary prerequisite to create a harmonious society, but also a key factor to decide who will win the development competition in the end. Especially in China, where the per capita natural resources are low, the difference between urban and rural hukou is a huge obstacle to the extensive development of human resources. It is expected that the recent national conference on public security management in Beijing will accelerate the early demise of the modern caste system in China. Must know! Detailed explanation of the ranking of seven congested road sections in Yantai city during Spring Festival travel rush period

Jiaodong online Comprehensive: With the curtain of Spring Festival travel rush, the traffic police detachment of Yantai Public Security Bureau made a judgment on the traffic safety situation in advance based on previous years’ experience, and made early warning through big data analysis. It is estimated that during the Spring Festival of 2018, roads that are prone to congestion in downtown Yantai are mostly concentrated around transportation hubs (railway stations, long-distance bus stations and docks) and business districts (Zhenhua, Joy City, Wanda, Sanzhan, etc.).

Prediction of the most congested time before and after the Spring Festival in urban areas

The traffic police department of Yantai analyzed the traffic jam-prone periods in the central area of Spring Festival travel rush. Before the single and even number restrictions were implemented in the downtown area, the traffic congestion in the urban area was particularly serious from 9: 00 to 15: 30 on the 15th to 22nd of the twelfth lunar month, and the traffic volume was also large from 19: 00 to 21: 00. After the single and even numbers are restricted, the main congestion periods in urban areas mostly occur in the morning and evening rush hours (7:20-8:20, 17:00-18:00), and the weekends before and after the holidays in Spring Festival travel rush are from 10: 00 to 15:30.

It is easy to block around the main transportation hubs and business districts in the city center.

After Spring Festival travel rush started in 2016 and 2017, the traffic congestion in downtown Yantai increased slightly. The traffic volume has been increasing from around the beginning of the year to before the holiday. After the festival, from the third day, the traffic volume began to rise, and the traffic volume in counties and cities also showed the above characteristics.

According to the analysis data of traffic jam-prone roads in downtown Spring Festival travel rush, the traffic jam-prone roads in downtown are mostly concentrated around transportation hubs (railway stations, long-distance bus stations and docks) and business districts (Zhenhua, Joy City, Wanda and Sanzhan, etc.). 6 days before the festival, the central area will be restricted by single and even numbers.

The Spring Festival of 2018 is approaching, and the traffic police detachment of Yantai Public Security Bureau will continue to implement temporary "single and double number" traffic restrictions, and new energy vehicles are not within the scope of restrictions. The time is from February 9, 2018 (the 24th day of the twelfth lunar month) to the 14th day (the 29th day of the twelfth lunar month), from 9: 00 to 19: 00 every day, for a total of 6 days. It is reported that the restricted area is east of Qingnian Road, south of Beima Road, north of Hongqi Middle Road and west of Jiefang Road and Yingxiang Road, including Qingnian Road, Beima Road, Jiefang Road and Yingxiang Road.

In the restricted area, motor vehicles pass by single and double numbers according to the tail number of the license plate (referring to the last digit of Arabic numerals in the license plate number, excluding English letters, the same below). The tail number of the license plate is even (including 0) for two-day traffic and odd for one-day traffic. Buses, taxis, road passenger transport, shuttle buses between factories and enterprises, special vehicles performing urgent tasks and new energy vehicles are not restricted; Vehicles transporting electric coal, petroleum, natural gas, vegetables, non-staple food and other articles that protect people’s livelihood are not restricted with valid passes. For freight vehicles, continue to follow the original restrictions.

Those who violate the restrictions will be investigated and dealt with by the public security traffic police department through the police on duty on the road and traffic monitoring equipment. For those who violate the traffic restrictions, the traffic police department will impose a fine of 200 yuan and record 3 points.

Analysis of Road Flow in Spring Festival travel rush

Analysis of national and provincial highway flow during Spring Festival travel rush. From the fifteenth day of the twelfth lunar month, the traffic volume began to increase obviously, and continued until the 29th day of the twelfth lunar month before the Spring Festival. From the first day to the fourth day of the first month, the traffic volume reached a low point, and from the fifth day to the sixth day, it began to peak on the return journey. From the seventh day, it slowly decreased until the sixteenth day of the first month, and then the traffic volume of national and provincial highways resumed to run smoothly.

It is predicted that during the period of Spring Festival travel rush in 2018, the traffic volume and passenger flow of the whole city may reach three peaks. The first wave, from February 13th to 15th, mainly focused on the traffic flow from urban areas to villages and towns, with directions from urban areas to rural areas and from coastal areas to inland areas. The second wave is around the end of the Spring Festival holiday (February 21), mainly for the peak of return and return traffic; From the end of the Spring Festival holiday to the Lantern Festival, the traffic volume gradually increased. The third wave is around the Lantern Festival on March 2, mainly for returning to work and students returning to school.

After the festival, temple fairs and lantern festivals will lead to congestion.

During the period of Spring Festival travel rush in 2017, the city collected 96 road traffic early warning incidents, with a year-on-year increase of 75%. Among them, the pre-holiday early warning events that have a great impact on urban road traffic include Beimalu Fish Market in Zhifu District (from the 20th to the 29th of the twelfth lunar month), shopping around Joy City in the urban area, shopping around Wanda, shopping around Zhenhua, shopping around three stations and shopping around RT Mart (from the 15th to the 29th of the twelfth lunar month), and the early warning events that have a great impact on county and urban road traffic include shopping around major business districts and "big gatherings" in various places years ago.

The early warning events that have great influence on the road traffic in Yantai city after the holiday include Yuhuangding Temple Fair (from the fifth day to the tenth day of the first month), nanshan park Spring Festival Annual Meeting (from the first day to the fifth day of the first month), Wanda Mansion Temple Fair (from the fifth day to the sixteenth day of the first month), Tashan Amusement City Lantern Festival (from the fifth day to the sixteenth day of the first month) and Yantai Mountain Lantern Festival (from the fifth day to the sixteenth day of the first month).

The city’s road traffic volume is expected to increase slightly compared with last year.

During the period of Spring Festival travel rush in 2018, Yantai’s road traffic volume is expected to usher in three peaks. During the peak period, there will be a large increase in traffic volume at the entrances and exits of provincial highways and expressways in G204, G206, S302 and S308. The first wave was from February 13th to 15th, and the traffic reached its peak on the afternoon of February 14th before the festival. The second wave is around the end of the Spring Festival holiday on February 21, in which there is a small peak of visiting relatives on the third day of the first month, and the traffic reaches its peak in the afternoon of the sixth day of the first month; The third wave reached its peak after the Lantern Festival.

It is suggested that citizens travel according to the wrong peak of road conditions and have a happy and peaceful year. (Liu Yanbing comprehensively compiled the report)

The maximum funding for a single project is 100 million yuan! A new round of technological transformation in many places helps stabilize growth.

Technological transformation of industrial enterprises is an important way to expand effective industrial investment, enhance the core competitiveness of enterprises and promote industrial transformation and upgrading. Since the beginning of this year, many provinces and cities across the country have issued policies, which have set off a new wave of technological transformation. Among them, in terms of government financial support, Shenzhen’s latest support policy has increased the support to a maximum of 100 million yuan for a single project.

The First Financial Reporter learned from the relevant departments of Shenzhen that the city issued the "Several Measures on Accelerating the Technological Transformation and Upgrading of Industrial Enterprises under the New Situation" on November 30, which will provide financial support for major technological transformation projects with a total investment of 500 million yuan or more implemented by industrial enterprises in Shenzhen, according to 10% of the total investment and construction cost approved by the project, and the maximum funding for a single project is 100 million yuan; For intelligent transformation projects implemented by industrial enterprises with a total investment of 10 million yuan or more, funding will be given in stages according to 20% of the total investment and construction cost approved by the project, and the maximum funding for a single project is 50 million yuan.

Relevant measures have been taken to increase financing support for technological transformation projects in multiple dimensions. Five "combination boxing" methods, including bank loans, fund support, financial leasing, risk compensation and government interest subsidy, have been proposed to encourage and guide banking institutions to launch exclusive credit products such as "technological transformation loans", "digital loans" and "green loans", provide preferential interest rates, improve the efficiency of loan examination and approval, and give up to 5 million yuan of interest subsidy support for bank loan interest or equipment financing lease interest for enterprises to implement technological transformation projects.

The introduction of the above policies and measures in Shenzhen is also the implementation of the relevant arrangements in Guangdong Province. On November 13th, the Guangdong Provincial Government published the document "Ten Technological Innovations", which guided and encouraged industrial enterprises to carry out high-end, intelligent, green and integrated transformation. It was proposed that more than 9,000 industrial enterprises would strive to carry out technological transformation in the province every year from 2023 to 2027, and no less than 100 billion yuan would be guided to support industrial enterprises to carry out technological transformation, and the provincial finance would arrange special funds, through equipment incentives, loan interest subsidies, insurance and financial leasing.

In April this year, Sichuan Province issued the "Implementation Opinions on Comprehensively Carrying out the Technical Transformation of Safety, Environmental Protection and Energy Saving in Industrial Enterprises", which clarified that by 2025, a comprehensive evaluation index system for safety, environmental protection and energy efficiency in industrial fields will be established; By 2027, more than one round of safety, environmental protection and energy-saving technological transformation covering the whole industry will be completed in industrial enterprises, and the accumulated investment in safety, environmental protection and energy-saving technological transformation will exceed 200 billion yuan. Among them, the construction of evaluation index system in key fields such as steel, nonferrous metals, building materials and chemicals will be completed by the end of 2023, the construction of evaluation index system in industries such as textiles, mines and new materials will be completed by the end of 2025, and the technical transformation of full coverage of key industrial enterprises will be completed by 2027.

In July this year, the Chongqing Economic Information Commission, the Finance Bureau and other five departments jointly issued the "Chongqing Advanced Manufacturing Industry High-quality Development" Technical Reform Special Loan Implementation Plan (2023-2027) ",which proposed to encourage and support enterprises to adopt new technologies, new processes, new equipment and new materials to transform and upgrade existing facilities, process conditions and production services by means of loan interest subsidies and guarantee subsidies. By 2027, the city’s technological transformation investment will account for more than 40% of the city’s industrial investment. Districts and counties should establish a support mechanism for technological transformation projects with software and hardware investment of less than 10 million yuan, and give supporting loans and guarantee subsidies to municipal "special loans for technological transformation" support projects.

In August this year, the Shanxi provincial government issued the "Implementation Opinions on Promoting Enterprise Technological Transformation", and then the Provincial Department of Industry and Information Technology issued the "Incentive Plan for Promoting Enterprise Technological Transformation", which opened the prelude to a new round of enterprise technological transformation in the province. Shanxi Province proposes that by implementing six special technical transformation projects, it will strive to significantly improve the level of technological transformation in the province by 2025, and the investment in technological transformation will increase by more than 8% annually.

Shandong Province is at the forefront in promoting the technological transformation of industrial enterprises in China. In 2017, it promulgated the first local regulation on technological transformation of enterprises in Shandong Province, and also took the lead in implementing the "one county, one policy" technological transformation model in China. In September this year, the Action Plan for Technological Transformation and Upgrading of Traditional Industries in Shandong Province (2023-2025) was issued, focusing on six traditional advantageous industries in Shandong, such as metallurgy, chemical industry, light industry, building materials, textiles and clothing, and machinery, and guiding enterprises to increase investment in technological transformation. At the beginning of this year, the province proposed to strive to implement about 10,000 technological transformation projects with an investment of more than 5 million yuan throughout the year, and the investment in industrial technological transformation will increase by about 6%.

The central level continues to encourage and support industrial enterprises to carry out technological transformation. The earliest major policy can be traced back to 1982. In that year, the State Council issued the "Decision on Technological Transformation of Existing Enterprises with Emphasis and Step by Step (Guo Fa [1982] No.15)", demanding "to change the past practice of using newly-built enterprises as the main means to expand reproduction, and to implement the policy of using technological transformation as the main means to expand reproduction", "to get rid of the old road with too many and poor results in the past, and to take the road of saving investment and getting quick results"

After that, the State Council has repeatedly deployed and promoted the related work of enterprise technological transformation. Among them, in September 2012, the State Council issued "Guiding Opinions on Promoting Technological Transformation of Enterprises", demanding that government investment should play a guiding role in social investment, and the central and local governments should further increase their support and increase investment in technological transformation; By 2015, the proportion of technological transformation investment in industrial investment will increase significantly, and the policy environment and institutional mechanism for promoting technological transformation of enterprises will be more sound. In November, 2015, the State Council held an executive meeting to deploy and speed up the technological upgrading of enterprises, and decided to launch a number of major technological upgrading projects to support enterprises with markets in traditional industries such as light industry, textile, steel and building materials to improve their design, technology, equipment and energy efficiency, effectively reduce costs and support the growth of innovative enterprises and emerging industries.

On July 19th this year, Xinhua News Agency was authorized to issue "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy", which mentioned that digital transformation and technological transformation should be accelerated, private enterprises should be supported to intensify the green and low-carbon transformation of production processes, equipment and technology, flexible manufacturing should be accelerated, the capacity of emergency production expansion and transformation should be enhanced, and the toughness of industrial chain should be enhanced. This is the first time that the central government has put forward special opinions on the technological transformation of private enterprises.

In the next few days, the symposium of the heads of the national industrial and information technology departments was held. The meeting emphasized that we should pay close attention to the study of policies and measures to promote technological transformation. According to this, a regional economic expert analyzed the first financial reporter, and a new round of technological transformation is expected to be launched one after another in the whole country. Its significance is not only to improve the competitiveness of enterprises, but also to help stabilize growth by driving relevant investments.

The Internet format is splitting in subversion.

[Introduction] Some experts believe that the role of "internet plus" is omnipresent and omnipotent, and it can even break through the boundaries between countries, nationalities, classes and religions to build a brand-new era.

After the combination of intelligence, Internet of Things and big data, cloud computing and mobile Internet, its application space has also been greatly expanded, which can give birth to a series of "internet plus". Some experts believe that its role is ubiquitous and omnipotent, and it can even break through the boundaries between countries, nationalities, classes and religions to build a brand-new era.

Spreading new formats is constantly splitting.

Due to the explosive development of new technologies, the Internet format is changing with each passing day, which makes the Internet rapidly develop from the initial technical form to the application form, and various functional websites and formats are constantly emerging.

The first is the evolution of "internet plus". Mainly reflected in: the combination of network and business, the birth of Amazon, Alibaba, Taobao, JD.COM Mall, Jumeiyou products as the representative of e-commerce websites; The combination of network and news gave birth to news websites represented by Yahoo, AOL, People’s Daily and Xinhuanet. The combination of network and games gave birth to a pan-cultural network website represented by fun games, pigeon interaction and thunder. The combination of network and search service gave birth to search service websites represented by Google, Baidu and sogou. The combination of the Internet and social services gave birth to social service websites represented by Facebook, Twitter, Weibo and WeChat. The combination of network and service gave birth to Internet service websites represented by Leju, Cheetah Mobile and Zhaopin. In the 20 years’ development of domestic websites, three major websites have been initially woven: the first generation of comprehensive portals represented by Sina, Sohu and Netease constitute the initial content network; Social media represented by Sina Weibo and Tencent WeChat have realized the interconnection of interpersonal networks; Companies represented by IBM, Cisco, Intel, Microsoft, Huawei, ZTE, etc. connect everything through the Internet of Things technology.

Associated with this is the emergence of new formats. Due to the rapid development of websites, new formats based on networks are constantly emerging. For example, the "pan-entertainment" Internet continues to develop in depth: in 2014, many Internet companies represented by BAT (Baidu, Alibaba, Tencent) invested heavily in "pan-entertainment", and Internet genes were more and more deeply integrated into various traditional cultural fields such as film and television, drama and literature. In May, Tencent Literature spent 50 million yuan to develop a series of pan-entertainment cultural products for the new book "Choosing the Sky", a "great god" writer in the domestic online literature world. In August, the mobile game adaptation right of Tencent star animation "The Dead Brother" was announced to be exclusively authorized to Zhongqing Longtu Company for 50 million yuan; In September, Tencent once again launched the film and television business platform "Tencent Movie+"with high-quality IP (intellectual property) as the core, thus realizing the layout of its pan-entertainment interactive platform from games, animation, literature, film and television, drama and other multicultural industries. In 2014, Alibaba invested HK$ 6.24 billion to control China (later renamed Alibaba Pictures), a listed company in Hong Kong. Invested 6.2 billion yuan in China Digital Media; Invested US$ 1.22 billion in Youku Tudou … In addition, it has also reached cooperation with Huayi Brothers in the fields of entertainment treasure, e-commerce platform and film and television business. Baidu accelerated its investment in pan-entertainment in the second half of 2014: in August, it established Huace Aiqiyi Film with Huace Film and Television, and participated in film investment on a large scale; In September, we joined hands with China Film Co., Ltd. and CITIC Trust Co., Ltd. to launch the platform of "Baifa has a play";In October, he invested 1 billion yuan in Huace Film and Television, holding 5% of its shares; Baidu Literature was announced in November, aiming to build a complete three-dimensional industrial chain of online literature through the development of derivatives in various fields such as movies, games and animation.

For another example, the Internet continues to expand into the financial industry. In 2014, Internet finance developed rapidly, such as third-party payment, P2P (Peer-to-Peer, Channel-to-Channel) peer-to-peer lending, Internet crowdfunding, Internet fund sales and Internet insurance. Big-name Internet IT companies such as Alibaba, Tencent and Lenovo have successively invested in Internet finance to promote the continuous innovation of Internet financial service models.

In addition, the marriage of the Internet and commerce and the rise of big e-commerce have made the retail industry explode with new energy. In 2013, China’s online retail exceeded 1.8 trillion, surpassing the United States to become the world’s largest online retail country. The combination of the Internet and the car rental industry gave birth to the Internet online car rental industry, such as Didi taxis and fast taxis. Statistics show that in 2013, the transaction scale of China’s online car rental market was 3.42 billion yuan, a year-on-year increase of nearly 70%; In the second quarter of 2014, it reached 3.98 billion yuan, an increase of 22.5% from the previous quarter.

Social networking platforms are booming.

In the field of information dissemination, after the emergence of mobile internet, there have been waves of social networking platform upsurge. At first, it was the spread of short messages, which reached its climax during the Spring Festival on New Year’s Day in 2002. Therefore, the media forms derived from SMS, such as mobile newspaper, mobile TV and mobile radio, have a great influence.

Since then, QQ has suddenly emerged as the dominant player in the domestic instant messaging industry. During this period, Internet blog communication has gradually become popular in the network. Blog content is mainly written, but also focuses on art, photography, video, music, podcasts and other topics, which allows readers to leave comments in an interactive way. It is a giant of online communication and once had unlimited scenery. Later, Weibo appeared, which was more convenient, more timely and more casual than blog, and its influence was explosive. Weibo-style products include media Weibo, government affairs Weibo, campus Weibo and enterprise Weibo. With the emergence of Weibo, there have also been a number of Internet V’s that have caused a sensation throughout the country, and they can even influence public opinion online.

Then, after Weibo came WeChat, which is also the mobile instant messaging mode of the largest user group in Asia and even the world. Almost at the same time as Weibo and WeChat, there are clients. Clients mainly include mobile clients and game clients, and mobile clients are mainly mobile phones. With the advent of the 4G and 5G era, people can perform various corresponding network operations, such as obtaining information, music, bookstore, QQ, stocks, etc., after installing the corresponding software on their mobile phones, which greatly facilitates people’s life and information exchange.

Cross-border integration becomes the new normal

In the traditional media, the business model is mainly engaged in familiar or advantageous fields, but it is often broken in the Internet age. For example, Baidu, Alibaba and Tencent are Internet companies that started with search, e-commerce and instant messaging respectively, but today it is difficult to define which industry they belong to. When people talked about Baidu 10 years ago, they were talking about its search. Today, Baidu has already developed into a comprehensive ecological platform integrating search, promotion, navigation, community, games, entertainment, advertising, cloud computing and other business models, and now it has become one of the largest media in China.

Tencent’s appearance and cross-border of WeChat not only changed the living habits of China people in the past, but also broke the way of communication in the traditional era, balanced the balance of information asymmetry and strengthened the relationship between people. It also subverted the previous business operation mode and management mode to a greater extent, robbed the three major mobile operators in China of their jobs, and made China Mobile understand that its competitor was not China Unicom. The emergence of Alibaba’s Yu ‘ebao has made traditional banks on pins and needles.

Subversion becomes the normal path.

In the Internet era, the original business logic of traditional industries has undergone major changes. It can be said that there is no industry that cannot cross borders and no industry that cannot be subverted. For example, the birth of "Didi Taxi" has changed the traditional taxi market pattern and cultivated the modern travel mode of users in the era of mobile Internet. Since the "drip taxi" and "quick taxi" software, taxi drivers are busy taking orders. If you can’t use the taxi software, it may be difficult to get a taxi, because most taxis have been booked.

Letv improved its concept and technology with its super imagination, and achieved great success, subverting the original concept and winning the market. In 2014, they used September 19 to sell 100,000 TV sets a day, and used it to sell 64,000 TV sets a day, breaking many international records in the industry and winning the first place in many industries. The same is true of the publishing industry. Under the impact of various new media, the publishing industry has encountered many difficulties, even failing to find a future. However, the electronic industry publishing house has extended the "crowdfunding" thinking of the Internet to the publishing field. Their new book, Demolition of the Wall: Whole Network Revolution, was published by crowdfunding on the Internet by using the concepts and tools described in the book. Before the first printing, the book was pre-sold by crowdfunding and received a large number of orders. It took less than a week to raise the cost of publishing the book. Before it was published, the publishing house earned all the costs. Finally, when the new book met with readers, it was printed three times in a month. This way subverts the traditional mode that books go to readers through publishing houses and distribution channels, and adopts a brand-new Internet thinking mode. It is not only the success of a book, but also a model that the Internet subverts the traditional business model.
