Wechat WeChat official account "Integrity Outlook" published an article today (February 7), starting with Li Liguo, the former minister of the Ministry of Civil Affairs who was put on file for review. The article points out that public opinion generally believes that the "systematic corruption" in the Ministry of Civil Affairs and the fall of Li Liguo and others are precisely the lottery corruption that has been criticized by the outside world for a long time.

Outlook on Integrity, sponsored by Sichuan Daily Newspaper Group, was founded in 1989, and it is the only anti-corruption periodical published publicly in all provinces (cities, autonomous regions) in China.

After disappearing in public for several months, there is finally official news about the whereabouts of Li Liguo and Dou Yupei, the giants of the former Ministry of Civil Affairs.

On the afternoon of January 9th, the State Council Information Office held a press conference to interpret the spirit of the Seventh Plenary Session of the 18th CPC Central Commission for Discipline Inspection. Luo Dongchuan, director of the case trial room of the Central Commission for Discipline Inspection, confirmed that Li Liguo, former minister of the Ministry of Civil Affairs, and Dou Yupei, former vice minister, were being examined by the Central Commission for Discipline Inspection because of problems reflected by inspections and reports from the masses.

A week later, the website of the Supervision Department of the Central Commission for Discipline Inspection revealed that Qu Shuhui, the former head of the discipline inspection team stationed in the Ministry of Civil Affairs, had been investigated for responsibility for failing to report and dispose of the problems.

As the three people were censored and held accountable, the shady "systematic corruption" of the Ministry of Civil Affairs was lifted.

Accountability systemic corruption

In the past few months, although Li Liguo, Dou Yupei and Qu Shuhui have disappeared in public, they have never been far from public view. Various speculations have been confirmed step by step.

At the Sixth Plenary Session of the 18th CPC Central Committee last year, Li Liguo, a member of the Central Committee, was absent. A few days after the closing of the plenary session, the Ministry of Civil Affairs held a cadre meeting to announce the decision on the adjustment of the leadership of the Ministry of Civil Affairs. Li Liguo was removed from the post of Party Secretary of the Ministry of Civil Affairs, and Huang Shuxian, Deputy Secretary of the Central Commission for Discipline Inspection and Minister of Supervision, was transferred to the post of Party Secretary of the Ministry of Civil Affairs. Li Liguo didn’t show up at the meeting of cadres of the Ministry of Civil Affairs held on October 31st.

After missing two important meetings in a row, Li Liguo’s official career lit up with "yellow light".

Dou Yupei, vice minister of the Ministry of Civil Affairs, was not seen at the cadre meeting of Huang Shuxian’s new post. About a week later, Dou Yupei was removed from the post of Deputy Minister of Civil Affairs.

Also in November last year, Qu Shuhui, the head of the discipline inspection team of the Central Commission for Discipline Inspection in the State Ethnic Affairs Commission, was dismissed. This is less than half a year since she was transferred from the head of the discipline inspection team of the Central Commission for Discipline Inspection to the Ministry of Civil Affairs.

Three senior officials of the Ministry of Civil Affairs were dismissed before they reached retirement age. This adjustment has attracted outside attention.

Last December, the media first disclosed the speeches made by The Politburo Standing Committee (PSC) and Wang Qishan, secretary of the Central Commission for Discipline Inspection, at the 18th meeting of the 12th Standing Committee of Chinese People’s Political Consultative Conference. Wang Qishan mentioned that at the Sixth Plenary Session of the 18th CPC Central Committee, a member of the Central Committee and a member of the Central Commission for Discipline Inspection "asked for leave" because of systematic corruption in the departments they led, and the Central Committee of the Communist Party of China decided to hold them accountable.

Through combing the public information, it is found that the members of the Central Committee and the Central Commission for Discipline Inspection are Li Liguo and Qu Shuhui. At the press conference after the plenary session of the Central Commission for Discipline Inspection in January this year, the official first named and confirmed that everything was settled.

Bao Xuequan, "the official of the imperial doctor’s office"

Public opinion generally believes that the "systematic corruption" in the Ministry of Civil Affairs and the fall of Li Liguo and others are precisely the lottery corruption that has been criticized by the outside world for a long time. Li Liguo became the Vice Minister of Civil Affairs in 2003 and took charge of lottery in 2006. After being promoted to minister, Li Liguo will attend the Welfare Lottery National Work Conference every year. As a deputy minister, Dou Yupei took over from Li Liguo in charge of lottery work around 2009.

Under Li Liguo and Dou Yupei, there is a subordinate who makes them uneasy-Bao Xuequan, who was the director of China Welfare Lottery Issuance Management Center (hereinafter referred to as "Welfare Lottery Center").

In the civil administration system, Bao Xuequan has extraordinary energy. According to reports, Bao Xuequan joined the army in his early years and later became a doctor. After entering the officialdom, I worked in state administration of traditional chinese medicine for 10 years. After 1996, Bao Xuequan entered the General Office of the State Council and became a director-level official within eight years. In 2004, Bao Xuequan became the deputy director of Welfare Lottery Center.

According to a person who has had contact with Bao Xuequan, two things that Bao Xuequan likes to brag about most, one is his secretarial experience, and the other is calling himself a wonderful doctor. Bao Xuequan often said at the dinner table that a big leader was ill, and the medical team was helpless. As soon as he got out of the horse, he immediately revived, and the big leader treated him differently from now on. It’s hard for listeners to tell the difference between true and false.

Li Liguo has great trust and care for Bao Xuequan.

The intersection of Li Liguo and Bao Xuequan appeared around 2006. Li Liguo worked in Liaoning in his early years, then went to Tibet, and served as the Standing Committee and Deputy Secretary of the Party Committee of the Autonomous Region. In 2003, he went to Beijing as the Deputy Minister of the Ministry of Civil Affairs. In 2006, when Li Liguo was in charge of lottery, Bao Xuequan was the director of Welfare Lottery Center.

China Welfare Lottery Issuance Management Center is a public institution directly under the Ministry of Civil Affairs, which is responsible for the nationwide welfare lottery issuance and sales organization. After Li Liguo became the leader in charge, Bao Xuequan tried his best to please. According to Bao Xuequan, the then Minister of Civil Affairs was approaching retirement age, and Li Liguo, as the number one vice minister, hoped to go further. Bao Xuequan constantly flaunted his "high-level relationship" and actively ran for Li Liguo, eventually becoming Li Liguo’s confidant.

According to a person close to the Ministry of Civil Affairs, most of what happened to Li Liguo was told by Bao Xuequan himself, so it’s hard to tell whether it’s true or not. "Bao Xuequan is such a person. He especially likes to show off his network and has a high-profile personality."

However, Li Liguo’s trust and care for Bao Xuequan is a fact. Especially when Bao Xuequan was in crisis, Li Liguo, who had been promoted to minister, extended a helping hand to help him tide over the difficulties.

The "mysterious businessman" made an illegal profit of 2.7 billion yuan.

Over the years, there has been a story circulating in the lottery industry. At the end of 2009, Li Liguo, then Vice Minister of Civil Affairs, was seriously ill. Just then, the leadership of the Ministry of Civil Affairs is facing adjustment. Li Liguo didn’t want too many people to know about his illness for his career. A lottery supplier with deep cooperation with Welfare Lottery Center arranged Li Liguo’s treatment, which not only made Li Liguo recover, but also kept it confidential to the maximum extent. The following year, Li Liguo was promoted to Minister of Civil Affairs.

According to people familiar with the matter, it was Bao Xuequan who bridged the gap for Li Liguo’s treatment. Perhaps it was because he was next to the big tree of Li Liguo that Bao Xuequan became more and more arrogant. Inside the Welfare Lottery Center, he seems to cover the sky with one hand. A welfare lottery enterprise in Shanghai obtained the right to operate a project through bidding procedures. Bao Xuequan questioned the procedural irregularities and broke people’s financial path in one sentence. A deputy director said that people have gone through the bidding process, and it is not good to stop when they say stop. Bao Xuequan is furious.  

Bao Xuequan, a high-profile personality, suffered a crisis in 2012. Because there were too many reports and clear clues, Bao Xuequan was transferred from Fucai Center as the deputy director of the National Office for Ageing. A few months after he left, posts reporting other sexual transactions appeared on the Internet.

Bao Xuequan’s incident immediately aroused public concern, but he was still saved. At the end of 2012, Bao Xuequan was transferred to the position of deputy director of the National Office for Ageing, and in September 2015, he served as inspector of the Bureau of Retired Cadres of the Ministry of Civil Affairs.

A lottery insider said that Bao Xuequan was able to pass the customs in 2012, and Li Liguo played a significant role. Qu Shuhui’s "finding problems without reporting and handling" should also include this matter.

Bao Xuequan’s problem is not just a matter of style. He escaped the online report and was taken away by the relevant departments in June 2016. This time, his stall is even bigger-it involves the transfer of benefits amounting to billions of yuan. The main channel of interest transmission is "Zhongfu Online", one of the important tickets of welfare lottery.

"Zhongfu Online" is an instant welfare lottery, and its exclusive operator is Zhongcai Online Company. As a public institution directly under the Ministry of Civil Affairs, Welfare Lottery Center is the largest shareholder of Zhongcai Online Company. The public information of Zhongcai Online also shows that this enterprise belongs to China Welfare Lottery Issuance Management Center.

According to the whistleblower, Welfare Lottery Center holds 40% equity of Zhongcai Online and is the nominal controlling shareholder. The remaining 60% shares seem to be scattered in the hands of different companies, but the actual controller behind these companies is a businessman named He Wen.

It is understood that from 2002 to 2014, the total sales of "Zhongfu Online" exceeded 130 billion yuan. He Wen is suspected of making illegal profits of at least 2.7 billion yuan through complicated and secretive shareholding methods.

According to the cooperation agreement, Welfare Lottery Center is the controlling shareholder of Zhongcai Online, and the chairman is also appointed by Welfare Lottery Center. It is hard to imagine that He Wen controlled Zhongcai Online, Welfare Lottery Center and Bao Xuequan through secret shareholding without knowing it.

According to informed sources, huge economic exchanges between Bao Xuequan and He Wen have been discovered. Li Liguo once urged Bao Xuequan to have contacts with He Wen, but whether there is a power and money transaction between him and them needs further investigation.

Dou Yupei who cheated organizations and family members.

Dou Yupei, the former vice minister, is also a key figure in the "systematic corruption" of the Ministry of Civil Affairs. Dou Yupei, born in 1957, entered the Ministry of Civil Affairs after graduating from Nankai University, and rose to vice minister all the way.

Dou Yupei is familiar with the work related to Welfare Lottery. In 1998, the Ministry of Civil Affairs set up the Department of Social Welfare and Social Affairs to take charge of Welfare Lottery, with Dou Yupei as the first director. According to a Beijing media person who has been running the news of the Ministry of Civil Affairs for a long time, Dou Yupei is a typical business official, who is familiar with civil affairs and can quote all kinds of data easily. But he is more serious, unsmiling and cautious. Dou Yupei is also a man who is good at observing the wind. When he served as the Vice Minister of Civil Affairs in 2006, Li Liguo was also the Vice Minister, but ranked first. Dou Yupei, who is familiar with the business, doesn’t buy Li Liguo transferred from outside the system. Later, seeing that Li Liguo was gaining momentum, Dou Yupei changed course and gained the trust of Li Liguo.

Dou Yupei, a relative of Dou Zhuangzi, a native of rural Tianjin, was surprised to mention that Dou Yupei was censored. Dou Yupei’s father is a farmer. Besides farming, he also sells white cloth (cloth for funeral). When Dou Yupei was the Director of Social Affairs of the Ministry of Civil Affairs, he was still selling white cloth in his hometown. The villagers joked: "Your son is in charge of the funeral in the whole country, so you can take care of the funeral in the nearby village."

Dou Yupei, the former vice minister, is also a key figure in the "systematic corruption" of the Ministry of Civil Affairs.

Dou Yupei’s brother and sister also failed to touch the light. His eldest brother is an ordinary worker in Dagang Oilfield, and now he has retired. Among the four sisters, except one who went to town as a primary school teacher, the other three are still in the countryside.

In 2012, Dou Yupei’s father passed away, and Dou Yupei, who went home to attend the funeral, still had conflicts with his brother and sister. Dou Yupei insisted on not having a funeral and keeping everything simple. The family disagreed, saying that my father had sold white cloth all his life, but in the end he didn’t need it. After an argument, the family reluctantly listened to Dou Yupei. According to reports, Dou Yupei’s father’s grave has not planted trees or erected monuments so far, which is far more shabby than the surrounding graves.

In the eyes of his family, Dou Yupei is always an "upright official". However, according to people in the lottery industry, Dou Yupei, who took a high position, did not have the true colors of peasant children. Dou Yupei and Bao Xuequan have a good relationship. They have been in and out of high-end occasions, and all expenses are borne by Welfare Lottery Center or related enterprises.

Dou Yupei was also regarded as Bao’s umbrella after Bao Xuequan was reported on the Internet. A whistleblower said that Dou Yupei, as the vice minister of the Ministry of Civil Affairs, participated in the investigation of Bao Xuequan. People said that Dou Yupei had been in charge of lottery for a long time and had a good relationship with Bao. What can he find out? Bao Xuequan was transferred to the Office for the Aged, and Dou Yupei also played a significant role. In addition to the lottery, Dou Yupei is also in charge of the office for the aged. Transferred, Bao Xue was all under the umbrella of Dou Yupei.
