Editor’s Note: On October 11 and 30, 2017, Hu Zhongxiong, secretary of the Municipal Party Committee and director of the Standing Committee of the Municipal People’s Congress, presided over two special meetings to dispatch the work of urban road traffic congestion control and smoothness, emphasizing the people-centered principle, doing a good job around "sparse", "management", "governance" and "construction", and implementing special actions for urban traffic congestion control to ensure phased results and alleviate traffic congestion problems. The traffic conference war started in our city this year has achieved fruitful results. The high-grade highway connects Changsha in the south and Jingchu in the north, and the Dongting Lake Bridge of Hangrui Expressway is closed, crossing the east and west. Road construction around Dongting Lake and around the city was promoted in an orderly manner. The "1+4+2" Greater Yueyang City Circle advocated by the Municipal Party Committee and the Municipal Government is ready to emerge. Yueyang’s leap-forward development, its potential has become, its effect is obvious, it greatly conforms to public opinion and greatly inspires people’s hearts. As retired old construction workers, we feel sincerely happy and elated.

However, under the excellent situation of the traffic construction conference, the deep-seated contradiction of traffic in the central city of our city has also emerged. The main performances are as follows: First, the driving speed continues to decline, and the peak speed has dropped from 19.6 km/h in 2015 to 17.8 km/h in 2017; Second, the phenomenon of transit vehicles passing through the central city is increasing. In 2015, the ratio of transit vehicles to inbound and outbound vehicles was 11%/89%, and it increased to 13%/87% in 2017; Third, private cars invade the road and park everywhere. Now, wherever the road is repaired, the car will stop; Fourth, the upgrading and reconstruction of roads and sidewalks in the central city should pay attention to one thing and lose another. This year’s traffic conference is mainly to build roads and bridges outside the central city, which has improved the external traffic environment, which is a good thing. After the improvement of the external environment, the attraction to the transit of vehicles outside the city will inevitably increase, and the activation to the travel of vehicles within the city will inevitably increase. As a result, there are more pressures and challenges for the formation of road traffic in the central city. Therefore, it is suggested that the municipal party committee and the municipal government should put the road traffic construction in the central city in a more important position in the 2018 traffic construction conference, make careful arrangements, improve, support and deepen the achievements of the 2017 traffic construction conference, so as to make the "veins" of urban traffic smoother, make the people really feel the convenience of traveling, and make our city’s traffic advantages and spatial structure worthy of its status as a national regional central city and a sub-center of Hunan Province.

For the road construction in the central city of the traffic construction conference, it is suggested to combine the seven.

First, the ring road construction is combined with key traffic nodes.

There are "four verticals and two horizontals" expressways, high-speed rail stations, Chenglingji Wharf and Sanhe Airport under construction in the downtown area of our city, but there is no loop connecting these "six roads and three points". As a result, foreign vehicles frequently pass through the city and change lanes, which increases the transportation pressure in the central city and makes it extremely inconvenient for citizens to travel. Yueyang, as a national regional central city, on the one hand, it should strengthen its position as a transportation hub and attract more vehicles to transit through Yueyang, on the other hand, it should make transit vehicles not pass through the central city. It is suggested that Dongting Lake Bridge and Yueyang Airport should be taken as the starting and ending points, and the original connecting line of "six roads and three points" should be integrated to build a large ring road. When you get on the ring road, you can reach the "six roads and three points" smoothly, which not only facilitates the transit of foreign vehicles, but also facilitates the travel of vehicles in the city, reduces the traffic pressure in the central city, and makes the core area of Yueyang metropolitan area smooth and orderly, forming a standardized development space and convenient traffic conditions.

Two, improve the density of road network and shantytowns.

Road network density plays an important role in urban traffic. In general, the main reason of traffic congestion is that the density of urban road network is not enough. The national Code for Design of Urban Roads requires that the density of main roads, secondary roads and branch roads in urban areas with a population of 1-2 million should be 0.8-1.2, 1.2-1.4 and 2.5-4 km/km2 respectively. At present, the corresponding indicators of the downtown area of our city are 1.94, 0.65 and 2.5 km/km2. From the data comparison, the density of the main road network in the central city exceeds the standard, the density of the branch road network reaches the standard, and the density of the secondary road network is too low. Although the overall situation is acceptable, it is worth noting that the roads in the central city of our city are seriously separated by water system and railway, and the road network is fragmented, showing an embarrassing situation of "main roads are dominant, expressways are missing, and branch networks are seriously missing". The overall road network density is only 2.5 km/km2, which is less than half of the requirements of the current Code for Design of Urban Roads. Compared with the requirements of Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning and Construction, The gradation of roads in the central city is also unreasonable, and the expressway is missing. The ratio of main roads: secondary roads: branch roads is 1:0.33:0.29, which causes the phenomenon of wide roads, sparse road networks and easy traffic jams. At present, it is impossible to build a new road in the central city. Therefore, only on the existing basis to strengthen road network construction. Specifically, we should pay attention to the construction of secondary roads and branch roads in combination with the transformation of shanty towns.In 2018, during the renovation of shanty towns such as Jiuhuashan, Qingnian East Road North, Pedestrian Street South Auxiliary Road North, the southeast corner of Pipawang Overpass and Dongting New City, attention should be paid to the construction of branches vertically and horizontally connected with nearby main and secondary roads, so as to improve the capillaries of road microcirculation. At the same time, open up "dead ends" such as Qiusuo West Road, Jianshe Road and Jianxiang South Road, and strive to make the north-south main road go straight to Nanhu, and the east-west main road reach Dongting Lake, and build a good road skeleton to organically integrate the scenic spot with the urban area.

Third, the combination of dynamic management and static management

Urban traffic management, parking is as important as driving. This is a pair of he is my brother. If the parking control is not good, it will be difficult to drive. In 2015, the number of motor vehicles in the downtown area was about 120,000, and the demand for parking spaces was about 138,000, while the existing parking spaces were only 48,600, with a gap of about 89,400. It is worth noting that 9,135 of the 48,600 parking spaces are occupied by carriageways and sidewalks. In recent two years, the number of vehicles in urban areas is still growing at an annual rate of 22%, but the construction of parking facilities lags far behind the growth of vehicles. In such a vicious circle, traffic jams are inevitable. Only by making up our minds and doing a good job in the construction of parking spaces can we ensure smooth road traffic. It is suggested that parking facilities should be built or rebuilt under Baling Square, Dongfeng Square, Nanhu Square and Railway Station Square, and intelligent parking lots should be built in Dongmaoling area to solve the urgent need.

Fourth, the combination of heaven and earth

From the perspective of long-term development, it is imperative for Yueyang to build subway, light rail, cloud rail or trackless. This factor should be considered in the revision of the new round of urban master plan in our city. Recently, the State Council approved Xiangtan, Zhuzhou and Changde to build subways. Xiangtan and Zhuzhou are understandably in the lead because they form a metropolitan area with Changsha. Changde, whose economic situation and urban area are comparable to Yueyang, has also been approved, which should be a great encouragement to our city. As a national regional central city and a sub-center of Hunan Province, it is incumbent on our city to maintain an appropriate leading position in the province. Those who are good at the overall situation must seek the first voice. Therefore, our city should actively create conditions and make necessary preparations in ground and underground construction. Put the construction of subway or light rail, cloud rail and trackless on the agenda, and strive to enter the "cage" of the national plan as soon as possible. When the conditions are ripe, we will choose the opportunity to implement it.

Another meaning of "heaven and earth" refers to reducing the intersection of roads in the central city, which is the most effective way to solve the traffic congestion in the city. Before the subway or light rail construction scheme is implemented, it is suggested to demonstrate the feasibility of building underground traffic lanes or underground pedestrian walkways at the intersection of New Road, Huabanqiao Road, No.1 Hospital Road, Dongfeng Square Road and Nanhu Avenue. Priorities, overall planning, step by step implementation. Priority should be given to the construction of the underground passage of Nanhu Avenue and Nanhu Square. Nanhu Square is not only the image window of our city, but also an important place for citizens to relax. At present, the green light time for pedestrians to enter Nanhu Square from Nanhu Avenue is very short. Pedestrians often grab the green light in a state of panic and complain a lot. It is urgent to build an underground passage. The construction standard of underground pedestrian passage should be high, and elevators should be installed to facilitate pedestrians’ travel.

5. Combination of blocking and dredging

Scientific traffic management can often get twice the result with half the effort. In the traffic diversion in the central city, the combination of blocking and sparse should be achieved. Dredging the traffic flow is the main thing, but the function of blocking can not be ignored. It is suggested that traffic control should be implemented for large trucks passing through the central city to and from Huarong, Hubei Public Security, Shishou and other places, requiring them to pass G107 on Wangyue Road after getting off Dongting Lake Bridge, and then be diverted into the expressway, and vice versa. One-way traffic is carried out in areas with traffic congestion in the central city, such as Dongmaoling area, and vehicles are prohibited from turning left on Baling Avenue from west to east from the railway station overpass to Jianxiang intersection. According to the original design requirements, the long-distance bus station closed the entrance and exit of Baling Avenue and changed it to Wulipai intersection.

6. Combining the creation of "transit metropolis" with the promotion of shared cars.

Recently, the Ministry of Transport announced the list of the first batch of cities to create "transit metropolis" during the 13th Five-Year Plan period, and three cities in Hunan were selected. Although our city failed to be selected, we should still take the creation of "transit metropolis" as an important starting point to ease the traffic difficulties in the central city. "transit metropolis" is an urban transportation strategy to cope with the rapid growth of cars and traffic congestion, and has now become the development direction of global metropolises. After the advantages of public transportation are enlarged, the public’s dependence on private cars can be reduced from the source, and the total urban traffic demand and travel structure can be fundamentally regulated. According to the survey, 24.79% residents choose private cars and 19.53% take buses. The proportion of buses is lower than that of private cars, which is a rare phenomenon in large and medium-sized cities in China. At present, there are some problems in our city’s public transport, such as uneven distribution of lines and networks, unmatched levels of conventional public transport, lack of skeleton public transport facilities, and lack of supporting public transport facilities, which make public transport services uncompetitive and attractive. According to the principle of "high coverage network, convenient transfer and fast driving" as the core competitiveness of urban public transport, and referring to "transit metropolis", it is necessary to establish the traffic development concept of "public transport priority", and draw bus lanes on the main and secondary roads in urban areas, so that citizens should be able to take public transport within 500 meters of going out and transfer within 5 minutes. Only when citizens feel convenient, comfortable, safe and reliable can they take more buses and reduce private car trips, which is environmentally friendly and relieves traffic pressure.

At the same time, we should also pay enough attention to the shared cars that are emerging in developed cities all over the country. These cars are not only new energy sources, in line with the national industrial development direction, but also matched with small intelligent three-dimensional parking lots, which can solve the problem of parking difficulties and radiate to surrounding counties, cities and districts, so as to promote the economic and social development of neighboring areas and achieve multiple goals. It is suggested that our city should start the feasibility demonstration of car sharing as soon as possible, introduce powerful enterprises to launch a pilot project in the central city, make a breakthrough in the "internet plus" lifestyle in urban traffic, and open up a road that plays a leading role in the whole country and has Yueyang characteristics and alleviates the traffic difficulties in the central city by sharing cars.

Seven, the combination of permanent cure and temporary solution

The difficulty of driving on urban roads is a worldwide issue. From a macro perspective, doing a good job in traffic planning, improving road network density, reducing level crossings, etc., is a radical work that costs a lot of money and has a slow effect. While doing a good job of tackling the root cause, we should also do palliative work with less money and quick results. Specific to the downtown area of our city, we can start from the following three aspects: first, dismantle the green isolation belt on Nanhu Avenue and change four lanes into six lanes; The second is to remove the isolation belt from the railway station overpass to Wal-Mart Street and change the four lanes into six lanes; Third, all qualified level crossings should refer to the pattern of Huabanqiao intersection, widen the intersection and implement canal traffic. These measures seem to be "destroying the green", but from the long-term benefits of convenient transportation, the advantages outweigh the disadvantages.
