The "Notice" aims to improve the supply level, innovation and empowerment ability and the overall value of the mobile Internet of Things industry, and accelerate the development of the mobile Internet of Things from "Internet of Everything" to "Internet of Everything".
The Notice clarifies the development goals of the mobile Internet of Things. By 2027, based on 4G (including LTE-Cat1, that is, the 4G network with rate category 1) and 5G (including NB-IoT, narrowband Internet of Things; RedCap (Lightweight) The integrated ecosystem of mobile Internet of Things with high and low collocation, ubiquity in Zhilian, safety and reliability has been further improved. 5G NB-IoT network realizes deep coverage of key scenes. 5G RedCap realizes the scale coverage of cities above the county level in China, and extends coverage to key towns and villages.The number of mobile Internet of Things terminals will strive to exceed 3.6 billion, of which 4G/5G Internet of Things terminals account for 95%.. Support the construction of more than 5 mobile Internet of Things industrial clusters nationwide, and build more than 10 mobile Internet of Things industrial demonstration bases. The "Notice" has deployed four main tasks, as follows:

Formulate no less than 30 mobile Internet of Things standards.
(4) Enhance the industrial supply capacity. Support basic telecommunications enterprises and mobile Internet of Things professional companies to give full play to their industrial advantages, cultivate chain-owner enterprises that master key resources and core capabilities, and form an industrial pattern in which large, medium and small enterprises, upstream and downstream enterprises coexist synergistically and have strong resilience. Encourage chip and module enterprises to accelerate technological innovation and industrialization. Basic telecommunications enterprises should strengthen the construction of the Internet of Things platform, give full play to the advantages of massive data, carry out innovative applications of artificial intelligence large models, and develop intelligent IoT products. Encourage basic telecommunications companies and Internet companies to reasonably open up the capabilities of IOT platforms, lower the development threshold, and promote data collection and effective utilization. Support the construction of mobile Internet of Things industrial clusters around the country, and build a public service platform for the development of mobile Internet of Things industry.

(5) Promote the digital transformation of industries. In the field of municipal services, we will promote the networking and intelligent transformation of municipal public facilities and buildings, and deploy sensing terminals such as smart water affairs, smart meter reading and smart security, and city-level Internet of Things platforms. In the field of environmental monitoring, the mobile Internet of Things technology is used to realize information collection, storage and traceability, improve the accuracy and reliability of environmental monitoring data, and promote ecological environmental protection and governance. Basic telecommunication enterprises should deepen cooperation with automobile, medical care, household appliances and other enterprises,Promote the application of mobile Internet of Things in intelligent networked automobiles, medical health, smart homes and other fields.Promote people’s lives to be more convenient and comfortable. In the field of intelligent networked vehicles, we will promote the application in scenarios such as driving monitoring and automatic driving, realize functions such as information exchange and sharing, complex environment awareness, intelligent decision-making and collaborative control, and encourage innovation in 5G RedCap vehicle applications. In the field of smart medical care and health, we will expand the intelligent application in terminal devices such as blood pressure meters, blood glucose meters and wearable devices, carry out innovation in smart medical health equipment and applications, and improve the level of health management and the ability of health data analysis.
