First, Beidaihe District Weekend Restricted Area and Measures

Beidaihe District implemented the traffic management measures of single and even numbers on weekends from July 14th to August 19th on the basis of the normal limit of motor vehicle tail numbers.

(1) Time limit

From July 14th to August 19th, from 7: 00 am to 20:00 pm.

(2) Restricted areas and roads

Beidaihe District: all roads in the west of Shandong Bao Overpass on Binhai Avenue, south of western expressway (excluding) and east of Xintongfeng Road (excluding), as well as Haibei Road (south of National Highway 205) and Beidaihe Approach Road of Jingha Expressway (east of Taipingzhuang Overpass). Vehicles in the direction of Jingha Expressway can travel through Taipingzhuang overpass-Haibei Road (northward, this section of the city is accessible)-National Highway 205.

(3) The principle of restriction

From July 14th to August 19th, vehicles entering Beidaihe District in this city will be restricted by single and even numbers every Saturday and Sunday, and even-numbered vehicles will be allowed to pass on Saturdays (even-numbered vehicles are prohibited) and odd-numbered vehicles will be allowed to pass on Sundays (even-numbered vehicles are prohibited). License plate tail number: single number is 1, 3, 5, 7 and 9, even number is 2, 4, 6, 8 and 0, and the last Arabic numeral shall prevail if the tail number is English letters. Freight motor vehicles that have issued passes shall be subject to weekend restriction measures in addition to driving according to the time and route specified by the public security traffic control department.

(4) Special access requirements

1. The following motor vehicles are not restricted by the single and double number restriction measures:

(1) buses, long-distance passenger buses, passenger taxis (excluding rental vehicles), special postal vehicles, vehicles with tourist bus operation certificates issued by the transportation management department, and medium-sized or above commuter buses approved by the municipal public security traffic management department;

(2) police cars, fire engines, ambulances, engineering rescue vehicles and vehicles of the People’s Liberation Army and the Armed Police Force;

(3) Special vehicles that need to pass, such as urban management, industry and commerce, traffic law enforcement, environmental protection supervision and monitoring, on-site investigation of insurance companies, bank cash transport and rescue, and obstacle clearing, which are painted with uniform signs and perform official duties;

(4) Special operation vehicles for sanitation, gardens and road maintenance;

(5) Funeral vehicles in funeral homes;

(6) buses that have applied for new energy number plates (including new energy buses that have been filed).

2. Pass application

(1) Vehicles of city and county (district) party committees, governments, people’s congresses, CPPCC committees and their subordinate commissions, institutions, democratic parties and social organizations that carry out the task of ensuring the tourist peak season shall be issued in principle according to the proportion of 1/4 of the number of buses approved after the bus reform, and the agent shall handle it with the motor vehicle driving license and the application letter or letter of introduction issued by the unit.

(2) Units and enterprises stationed in Qin that really need to pass through roads in restricted areas due to production and life can apply for a road pass in Beidaihe tourist season with a motor vehicle driving license and an application letter or letter of introduction issued by the unit according to the principle of minimum guarantee.

(3) Persons with disabilities who are registered in Beidaihe District can apply for a road pass in Beidaihe tourist season with their motor vehicle driving license, driver’s license and disability certificate, and the Beidaihe Disabled Persons’ Federation is responsible for the unified declaration.

(4) Citizens whose household registration is located in Beidaihe District, who really need to go to the hospital regularly for medical treatment and treatment (such as uremia patients need regular dialysis treatment, etc.) due to illness of family members, can apply for a road pass in Beidaihe tourist season with proof of household registration, medical diagnosis, driving license and driver’s license.

Second, other motor vehicle restrictions

(1) Key restricted roads

1. West Beach Road (Jianqiu Road to Laohump Road), Middle Beach Road (Baoer Road to Dongsan Road), Baosi Road, Baowu Road, Baoliu Road, Qiqiao South Road, Dongyi Road and Donger Road in Beidaihe District are prohibited from passing by motor vehicles.

2. Zhongtan Road in Beidaihe District (from Baowu Road to Donger Road) is set as a pedestrian street, and motor vehicles with special passes are subject to one-way traffic from east to west.

3. The West Ring Road (from Hebei Street to North Ring Road) in Haigang District is closed to large trucks, tractors and low-speed freight cars from 7: 00 to 21: 00 every day. Vehicles passing by can bypass Funan Link (SL16) via National Highway 102 or National Highway 205.

4. From 7: 00 to 22: 00 every day, large trucks, tractors and low-speed freight cars are prohibited along the entire coastal highway in Beidaihe New Area (Daihe Street and Binhai New Avenue), and vehicles passing by can bypass Qingle Highway (S261).

(2) Provisions on the restriction of medium-sized and above passenger cars

More than 9 medium-sized buses and large tourist buses (yellow license passenger cars) are prohibited from passing in Dongjing Road (west of Dongsan Road), Xijing Road, Xitan Road and Jianqiu Road (south of Lianfeng Road) in Beidaihe District.

(3) Other vehicle restrictions

1, freight motor vehicles, tractors, special work vehicles, wheeled self-propelled machinery, tractors, low-speed freight cars, animal-drawn vehicles, in addition to the 205 National Road, it is forbidden to pass within the scope of urban roads in Beidaihe District; Freight motor vehicles that really need to pass to transport fresh products, domestic garbage and other necessities of life can apply for a pass at the Fifth Brigade of the Municipal Traffic Police Detachment and drive according to the specified time and route.

2. Two-wheeled motorcycles and three-wheeled motorcycles (including electric three-wheeled motorcycles) are prohibited from passing through all roads in the west of Shandong Fort Overpass on Binhai Avenue, south of Western Expressway (excluding) and east of New Hump Road (excluding), as well as Haibei Road (south of National Highway 205) and Beidaihe Approach Road of Jingha Expressway.

Vehicles transporting guns, ammunition, explosions, toxic, radioactive and other dangerous goods and hazardous wastes are prohibited from passing within the urban roads in Beidaihe District; Vehicles transporting fuel, gas and other dangerous chemicals necessary for people’s life need to go to the traffic police No.5 Brigade to apply for the road pass in Beidaihe tourist season, and drive according to the specified time and route.
